Commercial banks were to receive an additional UZS 55tn for enterprise lending, equivalent to about US$20m per district on average. UZS 1.7tn was allocated for industrial-zone and major-project infrastructure in 2023.
An additional US$300m was earmarked for textile projects, while 27 forms of tax benefits, subsidies and preferences were planned for 60 lagging districts. The programme targeted 1,264 industrial-zone projects, about 3,000 regional investment projects and US$6bn of localisation projects. The stated national target was 14% industrial-production growth in 2023.
The package expanded industrial capex and financing demand, but the 14% production-growth aim, credit limits and project count were programme targets rather than achieved outcomes.
