VEON announced on 19 October 2026 that it had agreed to acquire 100% of Rubicon Wireless, the Uzbek operator trading as Perfectum. Total consideration is approximately $207 million, including around $93 million of assumed financial debt.

VEON said regulatory approvals had been obtained and completion was expected by the end of October 2026. The cash component will be funded from its existing cash resources.

Perfectum’s spectrum and network assets are expected to increase Beeline Uzbekistan’s spectrum holdings by approximately 50%. PIAMG view: the agreement highlights continued consolidation and strategic investment in Uzbekistan’s telecommunications infrastructure.
