Uzbekistan adopted its 2025 privatisation programme on 21 April, scheduling state stakes in 115 enterprises for open sale. The programme also covers 659 state-owned properties and 6,100 hectares of land, creating a broad asset pipeline rather than completed disposals.

The decree introduces a moratorium on creating new state-participated enterprises through 1 January 2030. It also removes the requirement for mandatory local-government ownership in the charter capital of companies operating in competitive markets.

The programme expands the addressable pipeline for valuation, due diligence, M&A advice and acquisition finance. Investors should distinguish assets listed for sale from launched processes, qualified bids, selected buyers and legally completed transfers.
