Fifteen kaolin-processing projects worth US$148m had been launched over six years, with kaolin-product exports reaching US$65m. Thirty-three additional kaolin projects worth US$620m were under implementation.

Kaolin-export targets were US$81m for 2023 and US$180m by 2030, with reserves targeted at 200m tonnes. Coal output had reached 5.4m tonnes and the 2023 target was 6.7m tonnes. Five prospective coal sites in Surkhandarya were to be transferred to the private sector for exploration.

The programme highlighted investable processing assets, resource-development concessions and export-upgrading opportunities across industrial minerals and fuel supply.
