The 2023 target was to absorb about US$11bn of foreign direct investment. Regions were tasked with launching 12,000 projects worth US$23bn, including more than 3,000 large and medium industrial projects.

The number of foreign enterprises had risen from 5,000 to 16,000 in recent years. Exporter enterprises increased from 4,500 to 7,200 over five years, while export-product lines rose from 1,500 to almost 3,000. Finished-goods exports doubled and their share of merchandise exports increased from 50% to 65%.

The quantified agenda provided measurable benchmarks for corporate finance and capital imports, but the FDI and project figures were targets rather than capital already absorbed or assets commissioned.
