The energy sector had attracted about US$8bn of direct investment over the preceding three years. Eighteen new power stations were under construction for commissioning during 2023.
The distributed-solar programme targeted about 1,700MW, including 220MW at public and social facilities and 1,300MW at enterprises. A further 15MW was planned for newly constructed apartment buildings. Yashil Energy LLC was to begin with US$10m of initial funding.
The plan widened the market beyond utility-scale plants into equipment, ESCO models and bank lending, while announced capacity and timing remained targets rather than completed projects.
