Presidential Decree PD-158 adopted the Uzbekistan–2030 Strategy on 11 September 2023. The strategy was organised around five priority areas.
It set an ambition to move Uzbekistan towards upper-middle-income status through sustainable growth. Other pillars covered education and social services, water and environmental protection, rule of law and public administration, and national security.
The strategy became the central medium-term policy framework against which infrastructure, privatisation, social and green-investment priorities could be assessed.
