More than US$22 billion of foreign investment was utilised in 2023, 1.8 times the prior-year level. Twenty-eight solar, wind and hybrid PPP projects totalling 6.3 GW were under development.
Initial capacity from seven projects totalling 2.6 GW was launched in 2023. The 2024 plan targeted 2.6 GW of photovoltaic capacity, 900 MW of wind capacity and 400 MW of energy storage.
For investors, the programme provides a visible pipeline across generation, grids and storage; however, announced capacities remain targets rather than commissioned assets.
