IFC provided a US$150m financing package and helped mobilise more than US$1bn in private financing. JBIC and NEXI co-financing commitments totalled US$655m.
The 1,580MW plant was Uzbekistan's first competitively tendered thermal-generation PPP. It was expected to serve more than 3m people, meet about 17% of electricity demand and represent 9.5% of installed capacity. Efficiency above 60% was expected to avoid up to 2.8m tonnes of greenhouse-gas emissions annually versus displaced ageing generation.
The financing established a large lender-consortium and infrastructure-PPP precedent; projected demand and emissions reductions should not be read as realised operating results.
