ADB and partners signed financing for the Samarkand 1 and 2 projects, covering 1,000MW of solar capacity, about 1,336MWh of battery storage, transmission lines and two substations. The structure mobilised more than US$1.2bn of private and partner capital.

ADB arranged US$140m: US$70m of ordinary capital, US$10m from LEAP 2 and US$60m of syndicated loans. It also provided up to US$85m of government-backed guarantees covering the offtaker’s tariff obligations; these commitments are distinct from construction spend.

The projects are expected to supply about 600,000 households and avoid around 1.3m tonnes of CO2 annually. The transaction is a regional benchmark for limited-recourse solar-plus-storage finance, syndication and payment-risk mitigation.
