ADB approved a US$300m policy-based loan for inclusive finance in Uzbekistan, including US$100m on concessional terms. The amount is an approved sovereign facility and should not be presented as credit already disbursed to households or businesses.

The programme supports higher microloan limits, revised microfinance rules, an Islamic-microfinance framework and risk-based supervision of deposit-taking microfinance banks. Two preliminary licences had been issued, while 60% of adults reportedly held a formal financial account.

Gender measures include the Women Entrepreneurs Finance Code, financing quotas and sex-disaggregated reporting. The reforms expand the investable perimeter of financial services, but value will depend on licensing, governance, funding costs, consumer protection and portfolio performance.
