ADB approved a US$240m loan. The programme covered 700km of rural roads. Works were planned across 12 regions and the Republic of Karakalpakstan.

The design emphasised road safety and climate resilience. A web- and GIS-based road-asset management system was included.

The programme created a geographically broad civil-works pipeline and improved market, school and healthcare connectivity for rural economic activity.
